Cement for Raqqa and Hasakah from Ain Issa: Foundation Stone Laid for a New Plant with a 6,000-Tonne Daily Capacity
Foundation stone laid for a new cement plant in Ain Issa, Raqqa, with a 6,000-tonne daily capacity, implemented by Al-Hassan Holding Group in partnership with a Chinese company: 5,000 tonnes of local clinker, 800 jobs, operation within two and a half years.
Raqqa — The foundation stone was laid on Tuesday (13 October 2026) for a new cement plant project in the city of Ain Issa, in the northern countryside of Raqqa Governorate, in cooperation between the Ministry of Economy and Industry and Raqqa Governorate, and in the presence of Governor Abdul Rahman Salama.
The project is being implemented in coordination between Al-Hassan Holding Group and the Ministry of Economy and Industry, in partnership with a Chinese company, following a press conference held in Ain Issa before the foundation stone was laid, at which the governorate’s concerned bodies, the Syrian Investment Authority and Al-Hassan Holding Group reviewed the project’s details, phases and development prospects.

The Numbers
- Planned production capacity: 6,000 tonnes per day (official statement to SANA)
- Clinker produced locally: 5,000 tonnes per day
- Implementation period until the final production lines operate: two and a half years
- Expected jobs: 800
Why It Matters
The plant will meet the needs of Raqqa and Hasakah governorates for essential building materials, and will cut high transport costs by supplying cement locally within the governorate. Producing clinker — the raw material of cement — locally removes the need for imports and eases tax and transport burdens.
The project also forms a nucleus for encouraging major industrial investments in the eastern region and northern Syria in general, with plans for broad coordination with foreign expertise, particularly Turkish and Chinese, to expand the base of investment projects in the coming phase.
The Context
This is the second major cement project announced in two weeks: after the Muslimiyah plant in Aleppo (an investment of around USD 200 million with Turkey’s Çimko under a BOT scheme). Al-Hassan Holding Group is consolidating its presence in the building-materials file — at “Imar 2026” it signed a supply contract worth USD 72 million with Saudi Arabia’s Jouf Cement.
