Abyat secures its supply line from China ahead of the implementation phase

An early step linking subscription to delivery: quality controlled at the factory, and shipping arranged before the schedule comes under pressure.

Abyat Investment and Real Estate Development Company announced on 29 October 2026 the signing of a memorandum of understanding for cooperation with C Plano, a company specialised in design and building materials, following a business visit to China.

The company is led by engineer Mohamed Al-Salloum, General Manager of Abyat Investment and Real Estate Development Company, the developer of the Abyat Hills project in the Qudsaya suburb in Damascus countryside.

The visit included the Canton Fair in Guangzhou, as well as a tour of a number of building-material and construction-equipment factories, to see production lines and working standards first hand.

What does the cooperation cover?

The announced cooperation rests on three integrated tracks: coordination with supply sources and factories, following up manufacturing and quality control, and managing logistics and shipping from China to Syria.

The idea here is not buying a single shipment, but building an organised supply route that starts at the factory and does not end when materials reach the site.

Why now?

Abyat is announcing this step as the allocation date approaches, and as it prepares for a forthcoming phase of implementing its projects. At this stage, subscription turns from a commitment on paper into a delivery commitment on the ground, and regular supply becomes a direct condition for regular work.

When implementation is measured in more than 2,000 housing units, materials are no longer a secondary detail. Any delay or shortage in a basic item carries its effect to a whole schedule, not to a single workshop.

Quality control at source shortens this risk from the start. Discovering a defect before shipping is far easier and cheaper than discovering it after installation, when it turns into rework, extra cost and lost time.

Arranging shipping and logistics early also protects the schedule, because it gives implementation teams a clearer view of arrival dates, and a greater chance to deal with any obstacle before it turns into a stoppage.

Background: a project based on a partnership with the state

Among the company’s projects is Abyat Hills in the Qudsaya suburb in Damascus countryside, launched in June 2026 in partnership with the General Housing Establishment, where the state provides the land and the company develops the buildings and facilities.

The project extends over about 380,000 square metres, and includes more than 2,000 housing units, with an implementation plan extending over four years. Subscription to it was completed in less than 48 hours in August 2026, and the company confirmed in September 2026 that its work is proceeding lawfully and contractually, and that it will continue implementation in accordance with its schedule.

An important qualification to read with the news

What was announced is a memorandum of understanding and cooperation, not a supply contract nor a construction contract. No financial values, specific quantities, or detailed timelines have yet been announced, and the agreement is not attributed to a specific project, but to Abyat’s projects in Syria in general.

The next step

The real value of the understanding will appear when it turns into specific supply plans, documented quality inspections, and announced shipping dates. Only then can its effect on implementation speed and delivery quality be measured, not on the level of the announcement alone.

In this sense, the agreement looks like early preparation for the implementation phase rather than a celebratory announcement: arranging the source before the need, instead of chasing it after pressure begins.
