Srouh City in Hasyiah: When the Worker Lives Next to the Factory

On Monday, 5 October 2026, the administration of the Hasyiah industrial city signed two memoranda of understanding with Al-Mabani Al-Zahia Real Estate Development, in the presence of Deputy Minister of Economy and Industry Basel Abdul Hanan and Homs Governor Marhaf Al-Naasan, under the patronage of the Ministry of Economy and Industry and in cooperation with Homs Governorate.

The first MoU covers the industrial side: developing industrial infrastructure on nearly one million square meters, expandable, to provide serviced land plots ready for industrial facilities. According to the company’s CEO Moussa Al-Badr, the works include an integrated network of roads, lighting, sewage and electricity, along with green spaces, gardens and walkways, a logistics city with modern warehouses, and a plan to equip 30 to 40 percent of the area with ready-built industrial hangars for investors.

The second MoU carries the striking name: “Srouh City” — a master plan for a fully serviced residential suburb on 500,000 square meters, with a capacity of up to 22,000 residents, designated for the workers, staff and owners of industrial establishments in Hasyiah.

The suburb is designed to include between 4,000 and 5,500 housing units in 4-to-6-storey buildings, with schools, kindergartens, a health center, a mosque, commercial and service facilities, gardens, playgrounds, parking areas and integrated infrastructure networks, according to the Homs Governorate media directorate.

Why housing next to the factory?

Khaled Al-Ghazzi, investment and marketing director of the Hasyiah industrial city, told SANA that the residential suburb saves workers time and effort, cuts the cost of transporting labor between the industrial city and Homs, and raises Hasyiah’s appeal to new investments.

Academic researchers, quoted by Al-Watan newspaper, see the move as an important step in linking industrial expansion with residential planning — but say its success hinges on realistic economic studies, unit prices that match workers’ incomes, and the quality and sustainability of infrastructure and services.

What comes after the signing?

According to the company, the next steps are completing studies of the land’s location, ownership and allocation, the project’s master plan, and market and feasibility studies, ahead of phased implementation.

Questions remain unanswered: the project’s investment value is undisclosed, there is no timeline for the phases, no publicly documented track record of the developer (Al-Mabani Al-Zahia) has surfaced, and the mechanism and pricing for allocating housing to workers have not been announced.

Construction & Investment Prime (CIP) is following the project’s developments and will report any official announcement of values and timelines as soon as it is issued.
