Second Time on Offer: The Mazzeh Investment Plot — 7,000 Metres with Million-Dollar Guarantees
Syria's General Housing Corporation re-offers Plot No. 4 on Damascus's Mazzeh Autostrad for investment: 7,000 metres, USD 200,000 preliminary and USD 1 million final guarantees, 1,095 days to execute.
Damascus | The General Housing Corporation has re-offered Plot No. 4 on the Mazzeh Autostrad in Damascus for investment, through an urgent domestic–international call for proposals — for the second time, after a first offering that did not reach a final award.

Classified for tourism, commercial and residential use, the plot covers 7,000 metres in one of the capital’s most active locations, along a corridor of central government institutions, embassies, hotels, business centres and services.
The Model: Financing in Exchange for a Revenue Share
Under the current offering, the investor finances the project’s study and execution, while the General Housing Corporation receives a share of sales and investment revenues. The plot was previously offered for a tourism and commercial project including a five-star hotel and commercial and service facilities.
- 7,000 metres plot area
- USD 200,000 preliminary guarantees
- USD 1 million final guarantees
- 1,095 calendar days maximum execution period
Guarantees: Bond, Cheque or Transfer
Preliminary and final guarantees may be provided as a bank guarantee, a certified cheque drawn in the Corporation’s favour, or a bank transfer from the bidder’s account to the Corporation’s account. The Corporation requires the guarantee or cheque to be issued by a bank operating in Syria; the preliminary guarantee must cover the commitment period, and the final guarantee the full execution period.

Why This Location Matters
Mazzeh combines administrative decision-making centres with dense commercial and service activity, making any mixed-use project on its autostrad a candidate for strong operating demand across hospitality, retail and offices. CIP analysed this site when it was first offered, in June 2026: “The Housing Corporation’s Mazzeh Opportunity” (in Arabic): https://cip.sy/ar/mazza-autostrad-investment-damascus-cip/
The question the call for proposals will now answer: can the new model — full financing by the investor in exchange for a revenue share — attract a developer able to turn the plot into a working project, after the first offering stalled?
