Sham View project in Rif Dimashq: more than 10,000 real estate units fully financed by investors
New details on the Sham View residential and commercial project between Qudsaya and Dummar: 10,000+ units on 178 hectares, fully financed by investors in foreign currency. Full details on CIP.
Rif Dimashq — October 2026
Tamam Al-Dabil, Director General of the General Housing Corporation, has revealed new details about the “Sham View” residential and commercial project in Rif Dimashq, one of the largest real estate projects planned around the capital.
The project spans some 178 hectares, around 1.78 million square metres, in a strategic location between Qudsaya suburb and the Dummar project area, and is expected to be completed within five years.

Project details: an integrated city, not just apartments
Sham View includes more than 10,000 real estate units, including around 7,500 residential apartments, in addition to more than 2,000 commercial and hotel units.
The plan targets housing for more than 22,000 residents, with integrated services including more than 7 schools, alongside mosques, cultural centres and other service facilities for the area’s residents.

Financing: entirely in foreign currency, from investors’ own funds
The most notable point in Al-Dabil’s announcement is the financing mechanism: the project is financed entirely from investors’ funds and in foreign currency, with no reliance on subscribers’ money.
The announcement also tied investors’ instalments to actual progress of the works, so that the second instalment only falls due after infrastructure works are fully completed — providing protection for buyers and ensuring field progress before funds are collected.
The Saudi partner and job opportunities
Al-Dabil explained that the Saudi partner in the project holds both “real estate developer” and “investor” classifications after verification of its financial solvency, in a step aimed at ensuring the project’s financing credibility.
The Director General expected Sham View to provide thousands of job opportunities during the implementation phases, in an area witnessing growing demand for housing and services near the capital.
Background: announced in August, with protests over expropriation
Sham View was first announced in August 2026 with a Saudi partnership (CIP covered the launch at the time). In late September, the Qudsaya area witnessed protests over expropriation procedures that halted the machinery of both “Sham View” and “Abyat Hills”, prompting the Ministry of Public Works to open a dedicated complaints office for the file — which makes the financing and progress-linked instalment mechanisms a reassuring step for those concerned.
